LADIES AND GENTLEMEN;

 

IT GIVES ME GREAT PLEASURE TO JOIN YOU JOIN YOU HERE TODAY AS WE ASSEMBLE FOR THE 11TH ANNUAL TRAINING PROVIDERS’ FORUM. IT IS DUE TO THE GREAT POTENTIAL THAT INDUSTRIAL TRAINING HAS TO OFFER THAT IT HAS BECOME INCREASINGLY NECESSARY TO ORGANIZE SUCH STAKEHOLDER FORUMSTO SHARE AND RECEIVE FEED BACK FROM OUR PARTNERS.

AS THE PARENT MINISTRY, WE LAUD THE EFFORTS AND INITIATIVES BEING PUT IN PLACE BY NITA TO EXECUTE HER MANDATE AS ARTICULATED BY THE DIRECTOR GENERAL, THE CHAIRMAN OF THE NATIONAL INDUSTRIAL TRAINING BOARD AND OTHER SPEAKERS EARLIER.

IT IS MY HOPE THAT THIS FORUM, THAT BRINGS TOGETHER INDUSTRIAL TRAINING VALUE CHAIN ACTORS: POLICY MAKERS AT NATIONAL AND COUNTY GOVERNMENT LEVELS, DEVELOPMENT PARTNERS AND THE PRIVATE SECTOR, AMONG OTHERS INTO A COMMON PLATFORM, WILL INDEED ATTEMPT TO RE-POSITION INDUSTRIAL TRAINING IN POLICY, LEGISLATION AND INVESTMENTS AT INPUT AND SUPPORT SERVICES LEVELS.

THE OVERALL OBJECTIVE IS TO REVIEW THE STATUS OF THE INDUSTRIAL TRAINING VALUE CHAIN IN KENYA INCLUDING CHALLENGES AND OPPORTUNITIES, AND TO IDENTIFY VIABLE INTERVENTIONS BY PUBLIC AND PRIVATE SECTOR TO SUPPORT COMPETITIVE DEVELOPMENT OF THE SECTOR. I BELIEVE THAT THE KEY DELIVERABLES FROM YOUR DISCUSSIONS TODAY SHOULD SEEK TO SUPPORT POLICY REVIEW AND FORMULATION TOWARDS TRAINING THAT IS RELEVANT FOR INDUSTRY AND IS DEMAND DRIVEN NITA IS CURRENTLY UNDERGOING BOTH STRUCTURAL AND SYSTEM TRANSFORMATION TO ITS SERVICE DELIVERY TO REALIGN ITS SERVICES TO THE REQUIREMENTS OF INDUSTRY ON THE CHANGING SKILLS DEVELOPMENT ENVIRONMENT.

THE THEME OF THE CONFERENCE “ALIGNING INDUSTRIAL TRAINING TO THE GOVERNMENT’S BIG FOUR AGENDA” IS TIMELY ESPECIALLY NOW THAT WE ARE KEEN ON REVIVING AND SUSTAINING KEY SECTORS OF OUR ECONOMY. THE THEME THEREFORE ATTEMPTS TO HIGHLIGHT THE KEY ISSUES, CHALLENGES AND OPPORTUNITIES IN THE INDUSTRIAL TRAINING SECTOR AND SEEKS TO COME UP WITH PRACTICAL SOLUTIONS FOR THE SAME.

IN RECOGNITION OF THE IMPORTANCE OF INDUSTRIAL TRAINING TO THE GROWTH OF OUR ECONOMY, MY MINISTRY CONTINUES TO REVIEW AND FORMULATE POLICIES AND LEGAL FRAMEWORKS IN ORDER TO CREATE A FAVOURABLE ENVIRONMENT FOR THE SECTOR TO REALIZE ITS OPTIMAL POTENTIAL. THESE POLICIES AND LEGAL FRAMEWORKS ARE GEARED TOWARDS PROMOTING TRAINING RELEVANT FOR INDUSTRY WHICH CONTRIBUTES EFFECTIVELY TO IMPROVED LIVELIHOOD OF OUR PEOPLE AND NATIONAL ECONOMIC GROWTH.

LADIES AND GENTLEMEN;

THE GOVERNMENT’S BIG FOUR AGENDA MAINLY FOCUSES ON; FOOD SECURITY, AFFORDABLE HOUSING, MANUFACTURING AND UNIVERSAL HEALTHCARE FOR ACCELERATED SOCIAL-ECONOMIC TRANSFORMATION, INCREASED JOB CREATION AND IMPROVED QUALITY OF LIFE FOR ALL KENYANS. AS YOU CAN SEE, INDUSTRIAL TRAINING CONTRIBUTES HEAVILY TO EACH AND EVERY ONE OF THESE AGENDAS.

OUR FOCUS HERE TODAY IS TO LEVERAGE ON AVENUES OF ENHANCING INDUSTRIAL TRAINING TO MEET THE NEEDS OF THE MANUFACTURING AGENDA. SOME OF THE CHALLENGES THAT CURRENTLY FACES THE MANUFACTURING SECTOR ARE;

LACK OF ADEQUATE FINANCING, LACK OF BEST PRACTISES IN ENSURING OPERATIONAL EFFICIENCY, LACK OF PROPERLY TRAINED MANPOWER AS WELL AS INFRASTUCTURAL CHALLENGES.

NITA’S ROLE ON A NATIONAL LEVEL CANNOT BE UNDERSCORED WHERE LACK OF PROPERLY TRAINED MANPOWER IS CONCERNED. THE CRITICAL ROLE THAT INDUSTRIAL TRAINING PLAYS IN ECONOMIC GROWTH AND DEVELOPMENT IS ENORMOUS. AS WE MAY BE AWARE, KENYA’S ECONOMYS’RISING GROWTH IS BASED ON; INCREASED INVESTOR AND BUSINESS CONFIDENCE. IMPROVEMENTS IN SERVICE DELIVERY WILL ULTIMATELY LEAD TO INCREASING THE SAME.

LADIES AND GENTLEMEN;

FOR KENYA TO GET THE BEST OUT OF THE BUY KENYA BUILD KENYA SLOGAN, WE NEED TO TAKE INTO ACCOUNT THAT FOR MANY RAPIDLY INDUSTRIALIZING COUNTRIES AROUND THE WORLD, TRADE FACILITATION THROUGH THE PROMOTION OF SAFETY, QUALITY, AND ENVIRONMENTAL PROTECTION STANDARDS ARE KEY FACTORS THAT INCREASE COMPETITIVENESS AND PROVIDE OPPORTUNITIES FOR TECHNOLOGY TRANSFER AND TRADE.

I AM SIMILARLY HOPEFUL OF THE IMPACT THAT THE WORLD BANK-FUNDED KENYA YOUTH EMPLOYMENT AND OPPORTUNITIES PROJECT WILL CREATE TO THE LIVES OF ABOUT 280,000 BENEFICIARIES ACROSS THE COUNTRY. I AM CONFIDENT THAT A LARGE NUMBER OF THE SEVENTY THOUSAND PLUS YOUTH WHO WILL BE TRAINED IN THE PROGRAMME THROUGH NITA WILL BE OF GREAT VALUE TO THE MANUFACTURING SECTOR AND WILL IN TURN CEMENT NITA’S ROLE AS A LEADER IN SKILLS ENHANCEMENT.

AS I HAD MENTIONED EARLIER, THE GOVERNMENT IS CONTINUOUSLY FOCUSED ON ENSURING THAT IT’S MINISTRIES, DEPARTMENTS AND STATE AGENCIES INCLUDING THE PUBLIC SERVICE AT LARGE IS RECEPTIVE TO THE NEEDS OF INDUSTRIAL TRAINING STAKEHOLDERS. THE GOVERNMENT HAS PUT IN PLACE LOCAL REFORMS TO GUIDE IMPROVEMENT IN SERVICE DELIVERY, ACCOUNTABILITY AND TRANSPARENCY.

LADIES AND GENTLEMEN;

THE ECONOMIC, SOCIAL AND POLITICAL PILLARS OF KENYA’S VISION 2030 BLUEPRINT ARE ANCHORED ON ECONOMIC STABILITY, WEALTH CREATION OPPORTUNITIES, INFRASTRUCTURE, TECHNOLOGY, HUMAN RESOURCE DEVELOPMENT AND SECURITY.

THIS FORUM IS THEREFORE A VERY CRUCIAL MILESTONE FOR NITA, AS IT IS A CONSTANT ASSURANCE THAT YOU HAVE THE WILL TO DEVELOP TRAINING STANDARDS THAT WILL CONTINUOUSLY MEET THE EVER-CHANGING DEMANDS OF INDUSTRY.

I AM THEREFORE OPTIMISTIC THAT THROUGH THIS FORUM, NITA WILL STRIVE TO MEET AND EVEN EXCEED THE EXPECTATIONS OF ITS TRAINING PROVIDERS AND RELATED PARTNERS. AS A MINISTRY, WE CONTINUOUSLY APPLAUD SUCH EFFORTS AS WELL AS INITIATIVES BY NITA TO IMPROVE AND REFORM INDUSTRIAL TRAINING TO PROMOTE A LIFE-LONG LEARNING SYSTEM THAT IS BASED ON DEFINED NATIONAL SKILLS STANDARDS WHICH IN TURN REINFORCES A LEARNING OUTCOME-BASED APPROACH.

AS I CONCLUDE, I WISH TO THANK THE CHAIRMAN OF THE NATIONAL INDUSTRIAL TRAINING BOARD, THE MANAGEMENT OF NITA AS WELL AS THE ORGANIZING COMMITTEE FOR ORGANIZING THIS VERY IMPORTANT FORUM, AND FOR INVITING ME TO PRESIDE OVER IT. I HOPE DISCUSSIONS BY THE DELEGATES WILL CONTRIBUTE TO OUR INDUSTRIAL TRAINING DEVELOPMENT EFFORTS.
