Principal Secretary, State Department for Labour

DR. IBRAHIM M. MOHAMED, CBS, PRINCIPAL SECRETARY, STATE DEPARTMENT OF LABOUR, MINISTRY OF LABOUR AND SOCIAL PROTECTION.

Dr. Ibrahim M. Mohamed, CBS was appointed by Kenya’s President Uhuru Kenyatta to his current position as The Principal Secretary, State Department of Labour in the Ministry of Labour and Social Protection in July, 2018.

Prior to his current appointment, Dr. Ibrahim was the Principal Secretary for Mining where he was in charge of policy formulation and implementation in the mining Sector in Kenya.

Dr. Ibrahim also previously served as the Principal Secretary for Commerce and Tourism where he was in charge of policy formulation and implementation in Trade and Tourism Sectors in Kenya. During this period Dr. Ibrahim steered the Tourism Sector through a difficult period related to insecurity. He headed the Taskforce on Tourism Recovery Strategy, which is currently being implemented.

In 2014, Dr. Ibrahim was awarded the African Leadership Award for Excellence in Promoting Tourism and Commerce and for his immense contribution to the Sectors.

Dr. Ibrahim has a a wealth of experience gained from a lengthy engagement in the Public Sectors and from working with the Private Sector, Development Partners and Non Governmental Organizations.

Dr. Ibrahim is a Public Health Physician by profession with over 30 years experience in the public sector, of which 26 years were gained in the health Sector. He was the head of the National AIDS and STIs Control Program (NASCOP) in the Ministry of Health for nine years. During his tenure at the helm of NASCOP, he spearheaded implementation of the Kenya National AIDS Strategic Plan. The Strategic Plan saw the scale-up of HIV/AIDS interventions and the improvement of HIV indicators in Kenya.

Dr. Ibrahim also oversaw the improvement in HIV/AIDS treatment in Kenya that resulted in over 600,000 patients accessing antiretroviral treatment. During this period, he also led a team in the establishment of the Global Fund and the PEPFAR Fund to Kenya, a development which has contributed immensely to the transformation of the Health Sector .

He was previously responsible for the management and evaluation of the National HIV/AIDS surveillance to ensure efficient monitoring and assessment of HIV/AIDS trends.

Dr. Ibrahim is a researcher and was the Principal Investigator of the first ever Kenya AIDS Indicators Survey (KAIS) in 2007. The findings of that survey gave insights into the understanding of the Kenya HIV/AIDS epidemic and subsequently informed the development of the Kenya AIDS Strategic Plan III.

Dr. Ibrahim was also involved in monitoring of early warning indicators as well as HIV resistance survey studies, setting up of the Electronic Medical recording systems for HIV/AIDS patients Monitoring, STI Management, TB HIV integration and was involved in quality improvement in HIV/AIDS treatment outcome indicators.

Dr. Ibrahim holds a Bachelor of Medicine and Surgery Degree, and a Masters Degree in Public Health from Boston University. He also holds an Executive Masters Degree in Business Administration from the University of Copenhagen Business School in partnership with Inorero University.

Dr. Ibrahim is a registered member of both Kenya Medical Association (KMA) and Kenya Medical Practitioners and Dentists Board (KMPDB).
